Question Software and hardware not in all users accounts?

This is a very very strange issue,

I have installed a pci wireless lan card into one of my desktop machines running XPpro sp2 (fresh install).

Now i understand that you can install programs and limit them to certain profiles but what i am experiencing is very odd.

The pci wireless lan card software appears in all only 2 of the 3 profiles, but the hardware is detected only in one account, the administrators account.

Now, have you heard of this before?

FYI, the wifi gear is D-Link.

I was talking to someone today who said that I should provide administrator access to all users for certain programs!

Has anyone heard of this, and know how to achieve that???

I've never heard of windows only allowing hardware under the Admin account, but what the hell, try this:
Start>Control Panel>User Accounts>Change an Account>Select Appropriate User>Change the Account Type>Select "Computer Administrator">Click "Change Account Type">Done
