Default Boot Device Issues

I have a computer that is from about 2003. I just replaced the harddisk about 5 months ago with a Seagate Barracuda 7200.10 and when I boot my computer it will come up with a black screen that says "cannot find boot disk, please insert media or reboot."

If I take the panel off the side and unplug the disk and reconnect it and boot it will launch windows without hassle. Also when under "My Computer" the local disk C:\ is the extra hard disk I have media stored on, and local disk D:\ has the Op System on it.

I suppose my questions here are:

1.) What could be causing the issues with boot up?
2.) Is it normal that adding a new boot disk after the old one died for the drive letters to reverse and the D:\ contain the boot media and not the C drive?

Sorry if the post was crazy long, just wanted to be thorough.

1-IDE HD?
if so you need to put the new one as slave look on the HD for a jumper

2-You may need a Bios Update?
