WIN XP PRO, install sheild doesnt work, nothing installs, what now??????!!!!!!!??????

What's the error? What exactly happens?

it says:
"The Windows Installer Service could not be accesed.
This can occur if you are running Windows in safe
mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance."

will the links work for any program or just specific ones? having trouble installing 3D studio max 5.
