task bar problems!!! no quicklauch

i want my quick launch back, when i right-click on the taskbar nothing happens.... a dialog box is SUPOSE to pop up, and there is SUPOSE to be a properties option...well theres not, i have to right click right next to the clock on the sys tray to get to that dialog box, and when i to go "toolbars" all of them are grayed out......ive read that its a TweakUI option, i dled tweakUI THERE IS NO IE4 in the dl'd one....gay.....so i donno wtf to do....arg anyone got any ideas?? I WANT MY QUICK LAUNCH BACK

What OS are you using?

If it's XP, go to your control panel, then to "appearance and themes" and then "taskbar and start menu."
