Default pc lag problem

I recently reformatted my hd (seagate baracuda 80gb) due to a blue screen of death i couldnt seem to get out of by other means, and now every few seconds my pc has a short burst of lag. It is only about a second long but it happens all the time and is getting really annoying. I dont know if its a cooling issue or memory or what.
-Geforce FX5500 vid card
-AMD Athlon XP 2100+(ancient...i kno)
-768 MB DDR RAM
I really cannot afford to upgrade so i hope its not a hardware issue...

...lag? Check IRQ settings maybe?

Is the CPU spiked in the task manager when this happens? It could be a service (svchost.exe) going out of its mind.

Yes the cpu usage does spike dramatically when the lag occurs. I have watched the task manager while this happens and can find no process that is causing a spike including all svchost.exe processes. I have tried reinstalling video drivers and registry cleaning, also scanned for trojans but to no avail. I also read about the system idle process causing this with contstantly high cpu usage but mine goes down if something else is using the cpu heavily. Is there any other possible culprits or should i just reformat/reinstall windows?
