Default Radeon 8500 le problem

First off, I do have all the latest drivers ect.. But my problem is that in any game there are horrid horizontal lines distorting everything. Some say turning on vsync solves it, but it doesnt. And since my Geforce 4 ti4600 is being fixed by visiontek I really want to try and fix it so that I can accually play a game. Any help would be appreciated.

Are we talking visible color bands or pulses of the image? If it's pulses it means the refresh rate is running low, but if it's the color bands you're probably in a world of hurt.

Its not color bands, its more like, say..... well, think of a smudge tool in a paint program, how when you can drag the image along with the brush. Think that, except about 20 tiny invisible brushes 'smudging' the image left and right. I would have a screenshot but for some reason when I took one it looked perfectly normal . If you have no idea how I tried to explain it please say so, im running on small amounts of caffine and how I think right now is highly questionable.

Sounds to me like a refresh rate problem, given my scientific analysis of the smudge tool in photoshop. I had a refresh rate issue earlier today, I fixed it with power strip. www.entechtaiwan.com

i usually fix my refresh problems with an ice cold glass of diet coke

...or powerstrip, and sounds more like a monitor issue to me, perhaps either low voltage or yeh, the refresh rate problem...try the monitor itself with another computer and see what happens
