Default Video Capture card RGB modding?

I need to capture an RGB signel (from a VGA source if your wondering) but dont want to spend a great deal of money and as most of you know any devise that displays a non digital video signel must first convert it to RGB for it to work

so here is what I need the RGB pinout of an paticular inexpencive one

or an inexpencive one that already can take a RGB input or a VGA input (or outher forums of RGB would be fine also I dont much care bout the connector it uses or what outher unnessasery pins it might have)

I would also like general information on how to find the RGB pinout on the circuit board's of such devises

I think you mean "analog" as opposed to RGB. Just to clairfy.

Okay, let me ask you two questions in response, which will help me to help you:
1. You say you're capturing the RGB signal from a VGA source ... what type of connector / output is coming from that RGB signal? Is it a VGA connection (I'll assume it is.)
2. What is the connector type of your 'capture' device? Are you capturing via component connectors? s-video? ViVo?
3. Heck, how are you capturing it? Is it a VCR? A DVR? A computer?

There are a couple of devices in existence that might already help, but I'm not sure if they fit your bill:
Video to Component Transcoder
Component Video to VGA

But both of those are in the $180 range.

Finding docs on-line for RGB pin-outs has been challenging. I'm sure you tried that already. Here's a couple links, however, that might help:

Finally, TechNik.Net has the following pin-out guide for 15pin VGA connectors:
