Default Low FPS on Visiontek TI4200 128

Hey,
I just got a VisionTek Xtasy GeForce4 Ti 4200 , and I'm getting about 10-25FPS on 1024 x 768 when play UT2k3, and also when i play america's army I only get about 10-20.. I was just wondering if that was normal for the card i just got.

You will also need to go into your BIOS and make sure your AGP Aperture is set to at least 128MB.

And in your drivers, you might as well turn off V-Sync.
