are you using cable?

if so, what kind of static are you getting, like a white noise kind of static (like a bad reception) or a garbles screen (clear audio but skewed video or video that is off color and tends to lose vertical hold)?

then it sounds very much like a bad piece of hardware, unless anyone else wants cto fill in the blanks here.....

id suggest an exchange or refund....tuner cards are pretty straightforward but also highly flakey pieces of hardware, so with any luck, a replacement should work just fine...

EDIT: might wanna add too that exchangint it will not guarantee anything, human error and configuration have just as much to do with functionality as the hardware itself...

EDIT: you bastard you pimp slapped me, you wont get away with this!

http://www.aitech.com/support/pre-beta2000.html

I used the opensource bt848 drivers (http://btwincap.sourceforge.net/) and K!TV.

Using the BTwincap btspytool on win98, the following info was generated:

### BtSpy Report ###

General information:
Name:AITECH
Chip: Bt848 , Rev: 0x00
Subsystem: 0x00000000
Vendor: Gammagraphx, Inc.
Values to MUTE audio:
Mute_GPOE : 0xffffff
Mute_GPDATA: 0x000000
Has TV Tuner: Yes
TV_Mux : 2
TV_GPOE : 0xffffff
TV_GPDATA: 0x000000
Number of Composite Ins: 1
Composite in #1
Composite1_Mux : 3
Composite1_GPOE : 0xffffff
Composite1_GPDATA: 0x000800
Has SVideo: Yes
SVideo_Mux : 1
SVideo_GPOE : 0xffffff
SVideo_GPDATA: 0x000800
Has Radio: No

Take the hex values for GPOE and convert them into decimal.
i.e. 0xffffff -> 16777215

Plug these values into K!TV's custom tv card audio setup to get audio out of the TV tuner card.

BT848 GPIO OUT EN = 16777215
BT848 GPIO DATA OFF = 16777215
