Default additional Raedon 9800XT problems

ok guys, this is really starting to make me mad. Initially i installed my Raedon 9800XT on christmas and it seemed to be working fine. But when i used it in games i kept getting rediculous fluxuation in my frame rate. The card would average at around 100fps in counter-strike 1.6 but whenever multiple users were near or if a grenade went off i would plunge down to 30fps I dont know why the card was doing that so i uninstalled and reinstalled windows complete with a fully formatted drive. Sure enough i fired up cstrike again and i got the same problems. Could my system be out of date?
I have an MSI M6507 mobo (4x agp) and a P4 @ 2.2 ghZ (400 fsb) and even a gig of ram.
do i need to get a faster processor and a better motherboard that supports 8x agp or are my settings wrong somehow for my ati card? please help me because this whole process of installing and uninstalling and breaking things in anger is very unplesant.

You don't need it asap but i would try to get a mobo with 8x agap when you have the money. Have you got the new Catalyst drivers? Are yuu running any other programs in the background? what are the settings on your card set to? (performance or graphics) What are the settings in counter-strike set to?

my ATI settings are all default, yes i downloaded the latest catylist drivers, and im not quite sure what you mean about the programs running in the background. I have a Sound Blaster Audigy card with audio HQ and the creative toolbar running, AIM, Popup blocker Pro, Steam (sometimes) and logitech mouseware. But with my old Ge Force 4 4600Ti this was never a problem and my computer ran faster then ever. why is this ATI running so slow?

Elf, AGP8X doesnt help at all (yet), I tested my 9800XT at AGP4X, and there was no more than a 5FPS hit over AGP8X.

Close all your applications, make sure there are no intensive processes in task manager and try disabling explosion effects.

Texoid could u or someone else tell me the critical system processes that i have to have running for windows...I will try 2 disable all the rest. But the fact of the matter is, i cant even run HALO at 640x480 resolution without it running slow as s***!! normally, with my GeForce it would run great on the highest setting. I have to figure out why this card is making my comp run slower

the real link is;

www.blackviper.com

very good website, too bad SP1 killed my framerates... Waiting till the WC stuff gets here then it's a fresh install and some OC'ing

other than that; see if your mobo allows for fastwrite, if it does enable it in both BIOS and Display Options, if it doesn't disable it in both places...

Make sure you've got the 3.10 or 3.9 Caty's (the 3.9's are better IMO but 3.10 is newer). Make sure all flitering is at 2x and v-synch is off along with Truform..

Your 2.2 P4A might be hurtin Halo but since CS was better before... That's all i can offer you.

Dude, it sounds like you have AA and/or AF enabled in your driver control panel. Check it out...you should be getting WAY higher framerates on a 9800XT vs. a Ti4600. The whole thing sounds suspicious.

Have you checked your AA/AF settings too? As far as I remember CS isn't that graphic intensive...what driver/directX versions are you running?

Running processes shown in Attachment #1. I suggest that you...
  1. Uninstall your current drivers with the ATi Uninstallation Utility.
  2. Upon Reboot, Run driver cleaner and select to clean anything ATi Related (there are multiple items and require multiple cleanings). Empty your trash bin and continue.
  3. Download the latest Catalyst (v3.10), install, and reboot.
  4. Install Rage3D Tweak.
  5. Display Properties>Settings>Advanced>Rage3D Tab>Set as shown in Attachment #2.
  6. Lastly, start Service Editor by typing services.msc in run. "Stop" and "Disable" ATi Smart & ATi Hotkey Poller.
  7. Try CounterStrike.
