Okay so that is a little general and I know this doesn't apply to everyone in Quebec but let me explain...
I had three Xbox 360's, two of which I was selling. I ended up selling them both to different people in Quebec. The first was turned out ok but it was a royal pain in the arse because the guy a) doesn't speak or read english that well ( I asked him to reply in french as that would be easier for me then read his english...but he never did) and b) not to sure he knows how to really use email.
I started communicating with him in french out of courtesy...my french isn't that good but I pieced together a few quick sentances. He sent an email back asking questions in broken english I had already answerd. So after I asked him if it was easier for him to reply in french and he never did I reverted back to english. Bizzare questions kept coming from him fast and furious (total of 32 emails in 5 days) and this went on for a few days until I got a very hostile email saying I never sent the xbox, it was never going to get to him and I should do something to sheep that to me would be unthinkable. I was furious especially since the fed-ex website said they had delivered it. I politely responded saying that according to fed-ex it was delivered.
I got an email an hour after that from him saying they delivered it and thanks!
Xbox #2 went to a guy in Montreal. the deal was quite pleasant and smooth like butter! I sent it via fed-ex again and he received it two days later. Sweet! That is until I got an email from paypal saying the funds had been reversed. WTF?!?!? There goes 1000$!! So here i go filling out all the info I had and sending it to paypal hoping that I have all my ducks in a row so I qualify for sellers protection. I then went on to ebay and looked up all the items this guy was either bidding on or had bought and warned everyone else. I think he got a few things including my 360 but I hopefully stopped a few more. I urged everyone to respond to paypal and ebay and report this as fraud. I couldn't bring myself to tell my wife what had happened...1000$ gone like that is not easy news to break. A week has gone by without a word from paypal so I check my account....WTF!?!?! They said I didn't qualify for sellers protection! Oh god! So I phoned them the next day, which is an effort in and of itself. (If you ever have to do that after you put in your info just say "agent" it will save you 10 minutes of listening to menus that don't help) I finally get to talk with someone and ask them how is this my fault. All my info is legit and if this asweepay hacked into someones account or whatever and is reversing payments then that is something you guys need to control!
They agreed to open it back up and look into it. 9 days later my account was credited with the money back. I finally told my wife what had happened and she told me that when she worked for The Forzani Group and they were selling stuff online at sportchek.ca every single fraud case or stolen credit card or what have you came out of Quebec. They stopped accepting payment from anyone there and I think I may do the same.
Like I said I know not everyone in Quebec is like that but this sure left a bad taste in my mouth....
