Default Blocking internet on XP

Ok, so I want to teach certain people that my computer is MY computer and so I've enabled XP login and passworded my user account. So what I want to do is on other accounts that I create (I dont want to be totally soul-less) I want to be able to block certain ones from accessing the internet. If I had dial up I think I could figure out how to block that program from being activated, but I have DSL and when people start explorer or firefox, I want it to ask for a pass word or something so that I have the option of telling them the password and changing it later, or not giving it to them.... lol... But anyways anyone know?? I wasnt sure where to put this.... Thanks for the help guys

I believe you can make it so they need to be admin in order to run the program. I know for a fact you can do it with firefox, but I dont know about IE. You could always disable the network controller for those accounts and not for yours (Or have it completely disabled and you can turn it on when you need too)

I know there is a "Set Program Access and Defaults" option in XP, but I cant find the command for it.... I can find the way to get there in the Help and Support thing, but I deleted the shortcut in my start bar and thats the only way it says to start it.... Anyone know?

What about configuring the proxy with a wrong address - I have seen that done in a lot of businesses where they don't want the employees to access the web.

Just deny access to iexplore.exe in the windows folder using the security tab on the properties of the file.

Exactly, this is what I did to a couple computers at work, set the Proxy address to 127.0.0.0
