How are the two computers connected?
Are you sharing internet too?
If you have a router, does it do DHCP?

May I suggest starting here:

http://www.pcstats.com/articleview.cfm?articleID=1427

This is a nice article that should get you started in the right direction. You should start with some of the basic steps, ip addressing, connections, putting the machines in the same workgroup, etc... I'm offering this up as basic reading and a starting point. If you're having any issues after addressing the basic issues, please come back with a bit more detail...

Have you actually right clicked on the drives in My Computer and "shared" them.....without doing this the other PCs drives and resources will not show up.

You shouldn't need a particular router or switch, it they're both plugged in, you should be able to see the other. A question first, what Operating Systems are on the machines? Let's start with the steps below to see if they're connected:

1) On one of the machines open a command prompt (Start->Run then type cmd on Win2000 or XP, command on 98, ME, 95
2) In the DOS prompt that opens, type ipconfig /all
3) You'll see some info scoll by. You should look for the line with "IP Address" and write down the series of numbers. Should look like xxx.xxx.xxx.xxx
4) go to the other machine and open a command prompt and type ping xxx.xxx.xxx.xxx with the xxxs replaced with the ip address of the original machine.
5) unless you have a firewall on the original machine, you should see "reply from xxx.xxx.xxx.xxx"

The next step is to share the drives as aaron pointed out above. Some more detail on how to accomplish this on the link below:
