Default Freezes Up Immediately

I've had this happen several times when I fix someone's PC. I start up someone's computer (even in safe mode) and it freezes right away. If it gave a minute or two I'd go into msconfig and the taskmgr and start shutting things off, but it doesn't. Is there another way/program that forces a boot without all the crap being loaded up?

That only works if you can get to the desktop to install it. Isn't there a program called WinPE or something?

Booting with minimal resources is what safe mode is for, but if you can't even get that far there is nothing you can do. You say you can get in msconfig? So does it take forever to load or does it freeze? This is confusing and contradictory to your comments. Have you run the normal diagnostics with spin rite and memtest? If you do repairs all the time like you say you do, these should be common to you. If it takes forever to start up you should be able to edit the registry as well for the start up programs.

It doesn't even get to the desktop. I try to boot into safe mode, but right after the welcome screen it reboots. This isn't one system, it's just a reoccuring problem with many systems I've looked at. Usually I have to tell the people that a rewipe is necessary, but in case there is another way I'm not aware of....

Create a boot disc/disk.

How to create a bootable floppy disk for an NTFS or FAT partition in Windows XP
Create A XP Boot Disk from System Files

These PCs could have a virus. Try doing a virus scan with an AV install disc.

This is simular to WinPE Bart's Preinstalled Environment (BartPE) bootable live windows CD/DVD Not sure if that is what you are looking for.
