Default USB wiring

I'm courious. I want to be able to make my own USB devices (Ie. Exterior coldcathode lighting, Exterior LED lighting, etc) I'm not talking about data transfer, just the power. What voltages do each wire use, etc... This is a kind of a wide topic, but I would like to make my own Exterior Coldcathodes from normal interior lights. Sooo yeah, I just want them to be powered easly by an exterior source without making a molex connector be wired outside of the case. Any info would be much appriciated.

As I remember there are 2 wires, Red and black (on a usb cord). Those are 5 volts though.

Sooo, red wire on the USB cord is +5v, and the black wire on the USB cord is negitive?
