Default Hardcano 9 and USB

Long time reader but first time poster. working on a quasi POS for my wifes computer. 2 gig celeron, geforcefx 5200, 2 512 sticks of PC 133, 350w PSU. She complained of high noise from the fans so to help combat this i installed a Hardcano 9 fan controller. It works fine except for 1 slight problem. My system wont power up unless the USB slots are empty. a very odd problem i think. Though at first the PSU wasnt strong enough to handle it. But here comes the wierdest part of it. I pluged her system onto a UPS and now it boots up fine. take it off and it wont boot without USB out. Anyone know why this is?

What is the Wattage on the PSU. Almost sounds like it's too weak, or has gone bad.

350watt. That is what i was thinking, but then why does it work if it is plugged into a UPS?

A good UPS conditions the power. It will increase sags and decrease spikes. If there is a moment where your computer needs a little extra juice, like during the boot, the UPS will increase the power that your PS is asking for.

Right on BA.
So the problem lies with the PSU being unable to regulate power well enough on its own, thus why its dependant on the UPS when there is more load than it can handle. I'd replace it with a respectable psu from enermax, antec, or fortron.

Wow, sucky power supplies must be going around. I have the same problem with my wife's pc, I added 2 fans and it wouldn't boot, remove them and it started fine.
