I can't see you having power issues with a 500W system unless you have like 6 HDD connected, 7 case fans or a really funky w/c setup (or phase change). I run an Ultra Xconnect 500W too, I have 2 IDE HDD, a DVD writer and ROM, an x700, 4 case fans, a Hardcano13, and a whole whack of USB stuff attached. No problems although my rails are lower than what the review sites have. Oh well.
And power issues don't make the mouse laggy lol. Did you rebuild your system after you put the new vid-card in? As well, make sure you have your AGP in the BIOS set to 8x or Auto, not a lower setting. Personally it sounds more like a driver issue / windows issue than anything else.
It COULD also be spyware/adware, or errant windows processes. Antivirus can cause huge
CPU spikes causing ghosting, etc. It also could be your video card is on the way out or over-heating. My old 9800 pro started artifacting, and ghosting and crashing after I
oc'd it and cooked something. Yay for big-store return policies and dummie techs who just nod and smile when I say artifact.
So in a nutshell... lots of things it COULD be, I don't think your
PSU is one of them though.
