ATX PSU question

Can someone remind me of how to get an ATX PSU to work without being connected to a mobo?

(I think it's linking the green wire in the ATX block to any black one, but wanted to check).

Yes, all you have to do is ground the green one by connecting it to any black (grounding) wire. I never understood why they set it up like that tho? anyone know?

I do believe it is like that so that the motherboard has the power to turn the PS on or off allowing for the ever popular soft on and soft off power button
