Moniter Sharpness problems

k here goes, i got another screen and it worked fine before, but now its all otu fo focus everything is unreadable, its only readable when i put the brighness down way down.... i was wondering if theres a program that i can fix this with or sometihng else..

The only program I can think of is your monitor manufacturer's warranty program.
