Power supply wont boot?

Well i have a power supply when its installed in the computer it wont turn on but will if i just jump the green and black wire.

I trey other powersupplys and it does work.. I have two currently that are like this :x

so when you jump the psu and it starts , do all the plugs work ?? use a DMM and check the output of the 4pin mobo conn. and the outputs fo the 24pin conn. I'll bet either the 4pin is toast or part of the 24pin.

the 4pin checks out, can you link me to the voltage the 20pin should be running?
