Default Is my new power supply DOA?

I just tested my new Thermaltake 750 Watt PSU. I hooked it up to my PSU tester per instructions and fired it up. All readings were good for about two seconds then the 5 volt rail died. A second later the whole PSU shut off. I repeated this several times and the new PSU never produced a voltage over a second or two. I believe I got a bad unit but wanted to ask if I was missing anything.

Have you tried your PSU tester on another PSU?
And have you tried the PSU on a motherboard -cpu setup?

I did a little research and tried it again with a hard drive plugged in. It stayed on and the voltage values seemed good. Apparently some high end units need to sense a load to remain on.

It's the nature of the beast... a PSU won't run well at SUPER low loads (i. e., just its own fan as a load). Even at like 10% load, the efficiency is often poor.
