Default PSU problem

I have a cheapo psu that i want to turn into a test psu. I solderd the green wire to a ground. I have a load on it. I go to plug it in and it doesnt turn on. I have tested it with my multimeter on the purple wire and the ground and it reads 5v but the dang thing doesnt turn on. I dont know why, the fan doesnt spin up or anything. Yes it is atx, Aopen makes it, its 300w. Yes the red voltage thing in the back is set right. I even opend it up to see if the wires might have come loose, but everything seems fine. It is bothering me and i dont know what to do, i also tried soldering the green wire to a diffrent ground but still no go. If anyone knows anyhting that can be up please let me know.

Btw - i have a 120mm fan for load so i dont think thats a problem, i did cut off all the mobo wires except the green.

If anyone knows please let me know thanks.

I don't think you want to solder the green wire. I think it is looking for a monentary ground.

nope just tried that, the fans spin up for 1/2 a second and then turn off.

i might have to use the method in your sig becasue im really getting sick of this thing

wish i could help, but i dont know anything about wiring, i came here hoping to learn... i may have seen a tutorial bout this so i will look into it..
