From past experience-

1) Try connecting the USB keyboard to the PC with a USB to PS2 connector. The last PC i built wouldn't boot with the keyboard connected with USB.

2) Check the graphics card is seated properly.

Default Troubleshooting motherboard

hey man have had the exact same problem on several computers although the cause isn't always the same. The most common causes are grafix ram problems. Take your rig back to basics, unplug everything but the psu, front panel power + light connectors, system speaker, cpu, 1 GFX card/onboard gfx and 1 dimm (ram stick). If you have two dimms then try each one seperatly incase one doesn't work, when changing ram make sure all contacts are clean 'n dust free.

Try to boot up and see what happens, also your computer should hopefully make some beeps at start-up, go to your motherboard manufacturers website and find out what those beeps mean as it is usualy different as per make.

let me know how you get on

ok two things, first i totally agree with SniffyB break it doen to basic's, go from there second you need to try a totally PS2 start, i know that i had to use my PS2 keyboard ans mouse to get my bios tweaked to where it would use my RAID and my USB gear... so if you dont have PS2 keyboard you should at least get a adapter for USB to PS2

Basically, what is happening is your computer isn't POSTing (Power On Self Test). I would first try what reflux suggested, and use the adapter (which the KB should have come with), or simply use a PS/2 keyboard. I've seen them as cheap as $3 at Fry's Electronics.

Next, I would try disconnecting everything from the computer that aren't absolutely necessary. Basically, the only things that should be plugged in are the PSU's ATX power connector (20 or 24 pin, plus the 4-pin auxillary connector if applicable), the CPU fan connector, the RAM, the video card (again, if applicable), the ATX front panel connectors, and that's it. Don't even plug in the hard drives or any other devices. We're simply trying to get the computer to POST.

Now, if it still doesn't work, you may have to start swapping parts. The first thing I would suggest is to swap the power supply out. Since you've got a relatively inexpensive system (Biostar and Celeron), you shouldn't need much power. Run down to the corner store and pick up some cheap 250W PSU just to test it out. Also, I would try using only one stick of RAM at a time.

The last thing you should check is the processor. Make sure none of the pins got bent when you put in the ZIF socket. Check and see if the heatsink is making proper contact with the CPU.

If none of these things work, you may have a bad processor, or perhaps a bad motherboard. RMA both of them if possible.

I hope that helps!
