Default New MOBO / Vid Card... nothing... :(

Well, I'm replacing the motherboard and video card in my friend's computer. The motherboard is the ASUS A7N8X-X with an AMD Athlon XP processor. The Video card is an MSI MX4000-T64. Everything is installed beautifully.

Here's where the problem comes in...

I turn on the power to the PSU, the fan turns on for a second on top of the CPU... normal...

Now I go to turn on the power to the tower, and it does the same thing... CPU fan turns on for a second, then turns off... then I hear this high pitched squeeling/long beeping/"like the emergency broadcast noice, except more high pitched" (LOL)... I think it's almost coming from the PSU... what could it possibly be?

Sounds like the PSU in all probability to me, what kind of PSU do you have?

says on the side... APC-430W-P4

oh, and the only reason I THINK it MIGHT Not be the PSU, is because the power LED is on...

Bad PSUs can and often do still power LEDs and fans as well, but that is about it.

What's a good way to test it? I don't have another one to swap in...

You can get a cheap one at Wally World that, while not as good as a higher priced one, will serve you well on more than one occasion I am sure.

that high pitched noise that you hear would be coming from the cpu DIE! which im guessing it has done!

might wanna test it in another system (if its any good now)

what's causing the noise? It happens when I have the power turned on, on the PSU, even when the computer itself is turned off.

Fan bearing maybe? hard to say without hearing the noise for myself.

It is the device inside a PSU that steps-down the 115v from the wall to 12v for the PSU.

Im gunna stick my nose in here for a sec.Have you tried unplugging all fans (except for the cooler) and see if its the fans or not ? maybe even crack everything down in the bios and see if it might be the coler fan .Im gunna get bashed for this but so be it.Back everything down and slow the fan down on the cooler see if it might be a loose blade or something.
I would also unplug the speakers if i read right you said it comes on when the psu is coming on and maybe off? i cant remeber but it might be some sort of feedback or loose connection with the speakers.

Flounder... you definitely helped my narrow it down a bit. I unplugged the cpu fan and the internal speaker... wasn't the problem. So I listened really close to the PSU, and it was coming from one of the fans in there... or at least I'm hoping it's a fan.

Well... I took the case off the PSU, something is squeeling in there when the power switch on the back comes on. I was hoping it was a fan, but it wasn't. Looks like I'm getting a new PSU for this lil rig... Thanks a lot for the input fellas!!

Welcome and be carefull poking around in a bare psu ,good way to say howdy to Jesus. One thing though if you feel comfortable you can allways switch out the fans in the psu see if it is the problem......but personaly fooling with power supplies gets me a little spooked.

Failure is a good excuse for upgrading, it sucked anyway.
