Booting up the system will not post and you cannot hit Del to get into BIOS?
I'm pretty sure that even undervolted you can stay stable enough to get in to BIOS.

If not, clear CMOS.

Take battery out of computer to reset CMOS. or short out the CMOS jumper, with the 110 Volt electrical cord unplugged.

Check your motherboard manual, it is usually a two-pin yellow jumper on a block of three pins near the battery with C_CMOS or CLEAR_CMOS printed beside it.

You move the jumper over a notch to connect pins 2-3, leave it for a minute, set it back, then boot.
