Default Motherboard gone? PSU?

when i plug in nothing on my pc works. doesnt turn on at all!
all connections are correct and tight.. i have double checked.. there is a small led light beside the cpu slot on the botherboard the turns on but except for that nothing else works.. not even psu fan.

- i took out psu, opened it to see if any sign of burning or fuze blow.. but i didnt see anything.. and also i cheked on the mobo..

what do u guys think the problem is? / what order of steps should i take to determine the problem?

*NOTE: the PC specs are all stock from an eMachines T2862 (please goole for details as i cant post link to other sites yet.. thx)

ok.. so i got a diff mobo wich seems to work properly.. (meaning all the fans turn on and such)
but there is no signal to monitor at all.. i have made sure everything is pluged in currectly and tight.. i have tried to assamble it on carboard to make sure of no shorting out anything.. no luck!.. monitor and vid card works i know this 100%.
i have tried changing ram slots.. no luck
the new motherboard i got is: [MSI 645E MAX-U]
vid card is: [geforce4 ti4200 msi fan]

help plzz

swap for a known good psu......with minimal devices plugged in
if not for the mobo swap i would suspect incompatible ram
other possibility is dead processor
