CPU speed changing

I, my friend's motherboard is a X38 p5e and the problem is: The cpu is running at 2.0 ghz in idle mode and in stress mode at 3,0GHZ. How can i set the speed so that it will stay at 3,0ghz, the normal speed of the CPU? I noticed that the motherboard is equipped with and EPU that means energy processing unit, i think this may have a link to the problem.

Go into the BIOS and turn off EIST.

Must be the eighteenth time I've seen this question this year. What's so confusing about Intel SpeedStep? Do as Dex said and make sure you turn off C1E as well, if it's there.

ok thx, before i post i turned them off individualy and didn't try to turn both off.
