Default No Video on Boot - So Confused

Alright guys, so here is the story. I just bought a new motherboard, RAM, and Case w/ PSU. I already had a CPU, hard drive, and video card to use from my earlier system, so I just didn't spend the extra money on them. So I go buy all this stuff, start putting the system together, and just put the motherboard, RAM, CPU, and Video card in to start. I fire up the system, no video on boot. Fans spin, lights turn on, etc. Just no display on the monitor. So I go upstairs, hook it up to a different monitor that I know for a fact works, and still same thing. No video. So I go back downstairs, take out the video card, and try to use the onboard video. Same problem. So I take it back to the computer store, and tell them I can't get any video with this motherboard. They turn around, hook it up, BOOM. Video all the sudden. I'm like wtf this is bogus. So I go home, hook it up to my monitor again. Amazing, I got video. So I am all excited, and start installing hard drive, cdrom, floppy, etc. Go to turn it on, nothing. Nada, no power at all. After looking through the computer, I notice that the wire on the power switch had torn out, so I go back to the computer store, they tell me that this is common for these cases, and they are working with the manufaturer trying to figure out a solution. They tell me to just wire it using the reset button instead of the power button. It's kind of lame, but whatever. I never turn off my computers anyways, so its not really a big deal. So I ask them to hook it up, make sure everything is working. (At this point its only the Mobo, CPU, RAM again, I have taken everything else out) So they hook it up, boom. Powers on, Video and everything. So I get home, once again excited, and I hook it up, turn it on (still only CPU, RAM, Mobo) and using onboard video. Power it on, NO VIDEO! I don't know what to do at this point. I am completely bamboozled by this situation. Everything I take it to the computer store, they hook it up and it powers on, video and all just fine. Everything I go back home, it is a major pain in the ass for me. At this point, I am back to square one. Mobo, CPU, RAM, NO VIDEO. Anyone got any ideas on what could be happening? I am all out of them.

Make sure every things connected nice and tight. What are all the specs of the rig?

Motherboard: Biostar P4M80-M4
CPU: 3.0 mhz P4 Prescott w/ 800mhz Front Bus
RAM: 1024 mb Patriot 3200

All cables appear to be connected nice and tight....

Well this is going to sound like a long shot... I woas working for a Shop near a industrial section of the ity where I worked. A customer came in talking about the same thing. Here was the problem. The Customer lived in BFE in a 100+ year old house. crappy wiring, Fluctuating voltages ( tested with a DVM ) all bad crap. At work, Since we were on the good power grid, we had 120+ volts at the socket, plenty of amps... blah blah blah... Anyway, since there was better power at the shop the crappy PSU was not giving us problems. At the customers house, it was because of low voltages, power spikes... anyway, If you can try your PC at someone elses house and see if the problem is still there. Also if you can burrow a known working good PSU, then try that with your PC... Sorry if this is all a little in-coherant. I am REALLY REALLY tired..
