Post Super kiosk mode in Netscape 6

Hi all:
At work our users use Netscape 4.6 , we currently have our users locked in a super kiosk mode, when the computer starts up Windows loads the shell which brings up our company start up page. This has worked fine for a number of years. However, we are now going to upgrade to Netscape 6. Here's the problem when I specify -sk mode in my shell line, Windows will not load the page and says I have to reinstall windows . I've been searching in vain so far to see if there is a way to lock our users into their start page.
Any suggestions would greatly be appreciated. Thanks.
