I am not sure if it would work but if your PC served the traffic to them maybe you could use Netlimiter... not sure.. I just woke up and I have a Massive cold probably on the verge of flu or worse... but I will try to look into it more later... you might try looking at building your own router box for this like IPCop Smoothwal or M0n0wall...

I dont think that it can be done without using a pc as a hardware router. I dont know of any software that would allow you to limit the bandwidth of someone else on your network, and I'm almost entirely sure it wouldnt be possible (unless maybe it was some sort of spyware you could manually put on their pc...). I would grab a few NICs and just rig up a pc to connect everyone else to the internet through. I wish there was some sort of software for limiting bandwidth, cause I would definitely use that to choke my roommate when I'm playing games. He thinks its funny to start downloading movies on my super slow dorm internet connection while I'm trying to play.

You'll need to setup a network gate, through which you manage the bandwidth of other clients. Rock'nMale always offers good advice, and there are some apps (at least 1 that I noticed) that will work fine for your needs ... if you have a computer to setup as the network gate.

If not, you may wish to purchase a router / device that inherently does this kind of thing. This item, Welcome to PLANET Technology Corporation., is one such device, as is this one, Buy bandwidth Management Router w/ 4 Port. These can be expensive, of course. However, some basic routers for home use also exist with this kind of capability, such as LinkSys's BEFSR41.

What kind of router do you have, currently? It may have this capability already.

Also, a quick Google of "bandwidth management router" will come up with a vast amount of information for you.

Well, once again I ask, what is the make / model of the router you're using now?

Nope, that one doesn't have built-in bandwidth management / control. Suggest you search for one that does. Home and Small Office Solutions - Bandwidth Controller might be a good software solution.
