Cannot OC anymore!

I recently bought the Gigabyte GA-P31-S3L and its been working fine since i got it but this morning i booted my pc up and found that my Cpu was at stock speeds 3.06Ghz and i had it OCed at 3.7Ghz(Intel Pentium 4 3.06Ghz 524) so i went to the Bios settings and checked the settings but the fsb(@165) was the same but the speeds aren't.I don't know whats wrong with it!.I've tried clearing the Cmos but same thing,i can't OC in windows either

Pleease Help

Try pulling the battery and turn off the psu and just let it sit for awhile. Clear the CMOS again, then pop the battery back in and load defaults and boot.

Then reboot and slowly work you're way back up.
