Is your current fan buzzing, or just louder than you'd like?

You said you haven't found a silent one yet -- does that mean you've tried other, non-stock heatsinks? At first, I thought the heatsink was screwed on (judging by the front view), but from the back it looks to be epoxied. Unless it's screwed into an epoxied base.

Anyway, if it is removable, you could always measure the size and try to find a queit GPU heatsink. To answer your question, I don't know of any dead-quiet ones off the top of my head. Most use 50-60mm fans, which are louder by nature.

You could always get really creative -- put a Zalman chipset heatsink with NO fan on there (hear me out), then duct the air from an intake fan right to it. A quiet 80mm probably moves as much air as a loud 60mm.

i actually have this card and a regular ati 9000- i was able to pop-off the stock heatsink/fan.. it was attached with some yellowish adhesive. i think that this is the same way it is on the ATI 900 AIW.

i'm really considering one of Zalman's fans or heatsinks, but i'm not sure if they would mount. I do see 2 holes on the card near the GPU and they are somewhat at angle, are those meant for 3rd party fans/heatsinks?

if so.. i'm considering these...

Zalman vf700cu or vf700alcu

Little drew, thos heatsinks would be such overkill for that card its not even funny. If I was you I would get some sort of northbridge passive(fanless) cooling and call it a day. With the Zalman VF700-cu un overcloked I can run my card(9800Pro) without the fan spinning.
