Default Socket 775 air cooler

I have a P4 - 3.8 stock, but it's over heating

Is their any suggestions for an effective air cooler (price per performance) that is also quiet, as the PC lives in the next room and needs to run 24/7

I can make a few suggestions!

The Zalman 9500 and 9700 are good choices. The 9700 cools a little better. They aren't the absolute best performing coolers, but they do the job damn well, especially if you arent worried about overclocking. Linkage below.

This scythe cooler is also really popular. Good for overclocking. It probably coolers better than the two zalmans, but its huge and will probably be a bit louder.

and of course, the tried and true thermaltake big typhoon. Always a popular choice and should certainly lower temps

I swear by the Noctua NH-U09 or the U12. I first read their review at PimpRig / PCApex(PCApex.com - Noctua NH-U9 - NH-U12 CPU Cooler) and tried it out. Pretty impressive, and dead quiet. The NH-U9F is their newest 09, accompanied by a 92mm fan.

I need to check pricing and most importantly availability, living in south africa does have its draw backs as in what we can get

Thanks again

I decided to go with one of the zalmans (9700 LED 110mm 2 Ball CPU Cooler), and a liquid metal pad, now the temp is 47-50 instead of 60-68
