It is entirely possible to get a stuck/dead pixel on a CRT monitor. I have a 19" at home that has 2 dead pixels smack dab in the middle of it. My 21" here at work has several dead pixels on it. They're not as common as those with LCDs, but they do happen. Have a brand new 19" widescreen LCD at home with 4 deads on it... man that 5 or more rule really irks me.

From what I understand a "stuck" pixel shows color or white. They can be un stuck with a program called ud pixel. A "dead" pixel remains black and cannot be fixed.

I agree with post_break. I have seen this problem with PSP's before and you could play a video that quickly flashed red green and blue and that sometimes would fix it, but I don't think it will work with a black pixel.
