Default Squiggly LCD

I have a Proview 17" LCD that a friend gave me and it "squiggles" its almost like its out of sync or something... i have tried several different troubleshooting ideas, like different refresh rates, resolutions, cords, plugs, etc.. tried it on several different computer setups, too.

Its a proview model 780 name pro758. im going to google for it and see what i cant pull up, but i was wondering if someone had a suggestion... i was thinking maybe the psu of the monitor or something... my friend said it just up and did it on him one day.
but, the wierd thing is that when i unplug the cable the "no signal" box isnt squiggly... so i dunno if that means anything.

any help would be appreciated... thanks!

Try a new cable if possible; I bought a DVI cable for my Viewsonic VX910 at a junk shop, and it gave irritating ripple; a new DVI cable (or going to VGA) solved it.

i tried that, i used my friends brand new cable that came with his LCD, and i also tried my cable that i use with the moniter this replaced.
