Change gamespeed in just an small area.

hi... I know that this will be probably impossible... but first I want to ask you:
Is it possible to just change the game speed in a small area instead of the role map??
Ex:
It would be something similar to bulletime, but the thing is that it would only work around the player that is "the one". So when you play a big map it wouldn't s*x if you are 10 miles away of the one that use the bullet time the effect would just work in a radius around the player
But I don't know if this is possible
and, so I had another idea:
Instead of really changing the game speed, is it possible to change the speed of everything that is inside the radius of the "power" so that player would move ultra slow, fire ultra slow too... the projectiles would have their speed reduced...
Is it possible? plz, help me!!
