Question Starting my own site, need pointers

Well, I'm finally starting my own page. No real goals in mind, just a place to rant and post articles, and publish works.

Things wanted

blog type thing
forum for guilds and such
published papers & reviews
gallery

The Catch?

I've done HTML a long time ago and JAVA script too. But I'm willing and able to learn new languages as this is just a fun hobby. The thing is I don't want to substitute quantity for quality. I want each page to be snazzy, I'm able to handle the gfx on my end but to aligning them is another story.

What I'm asking is:
what should I write my page in?
where are some good tutorials for such language?
pre-made apps that allow customization such as PHPBB, only for blogs and galleries.

Things I'm not so worried about are:
hosting
name
content

Neat, Dreyco. I've done some amazing things with CSS in my day, it's very good for laying out pages and whatnot, if not *slightly* glitchy across browsers, last I checked. I'm also a huge fan of Flash-based navigation [anything as simple as an animated menu bar to a full out interactive page ala the Gorillaz website.]. I can't help you find a good program to work in [And the Macromedia Flash program costs a simply INSANE amount last I checked] but I know Newgrounds has a lot of helpful tutorials, both by single people and collaborative tutorials. Very handy.

Well I was actually able to snag a copy of Macromedia from school since we get it so cheap (hehe) but I'm pretty old school, I've always worked EVERYTHING in notepad, that way I know whats goin on and why, plus I can style it so I can read it. But... The web has changed a lot so perhaps its time to embrace Macromedia.

You could always start with the recently announce PC Apex Member Blogs to start your own page. Once you get enough content, move to a dedicated solution.

I'm a notepad whore myself, and thus far working CSS hasn't changed that. Working on a new GJ blog layout right now, actually, to break up the monotony of cleaning my room.
