That would work, but you're gonna be stuck with a 12" LCD, probably work better if you use a laptop, as it should be relatively easy to find a 12" LCD and you could possibly get one with a DVDROM, but you'll be stuck with an USB tuner and I don't know how well they work with most modern linux distros.
You should look at Newegg or wherever you're gonna buy the tuner pick a tuner and look to see if it's compatible witht the distro you want to use. OR visa versa look for compatible USB tuners and see if the store you want to purchase from can get it in.
