Default Peltier Cooling

Does anyone know where I can find out how to make my own peltier system? Like not having to buy a peltier to make the peltier cooling system? [ I just want to get some ideas offa it, cause no way in hell am I trusting something I make that goes near electronics ]

And does anyone have any feedback on what kinda performance pros and cons there are to putting a peltier to a hard drive to cool it down?

You want to know how to make the rest of the system minus the pelt? I'm confused on what you're asking. And also, do you plan on cooling it via air or water?

For HDD cooling:
Pros: none
Cons: too many to waste your time even thinking about it.

You want to make your own peltier?
To the best of my knowledge no one has made a DIY peltier yet simply because it takes resouces not available to the common man....and because they are relatively cheap so it wouldn't even be worth the time and effort doing so.

As you can see, it would be very hard to make one of these yourself, not to mention finding someone who sells the other, smaller components that go into a pelt, finding the machinery to produce one, and the physics involved. It simply isn't a feasible idea.
