I tried filling out a complaint but you must be a member in order to do so. I told the online tech person that I did not want to join the site since illegal activities are being taken place on their server.

For people who have accounts set up... I encourage you to complain to Ebay.

I don't know about elsewhere, but here it's a legal loophole: buying & selling such seeds is legal as long as they are for "display purposes", i.e. you don't let them germinate

I honestly don't understand your aversion to joining e-bay, even if only to complain. By joining, you are in no way supporting or condoning the actions of those who break the law, if anything, by reporting it you are helping to stop those actions and help e-bay maintain a good reputation.

That was a very good point about the legality of e-bay making profits on the sale of illegal goods, but I am sure that their high priced legal team has covered that aspect fifteen ways from Sunday. I would think their defense would be that until it is brought to their attention that an item is illegal, they aren't responsible. I would think that similar laws cover pawn shops.
