simple, you have a system clock that determines your
CPU front side bus, and a DRAM clock
some cpus run fine at one speed where cheaper
ram does not, sometimes its the other way around
the ratio is there to allow devices that are performance ready or budget concious to be run in the same system, while running at their rated speeds (and not crash due to being "overclocked")...
