Umm your 12voltt line shoudl be 11.30 at the lowest...not 6. Your PSU is busted, RMA or get a new one.

And why the hel do you need 12 fans???

Look in your Bios, there should be a page that shows what it realy should read, my guess is your software is inacurate.

Try Motherboard Monitor or Speed Fan, then let us know what that shows.

That's odd it looks like it's reading 7V instead of 12. Your best bet would to run down to Radioshack and pick up a multimeter to get a definitive answer, because from the looks of it your software is getting inaccurate readings on your rails. Your rails shouldn't vary more than 5% and by what you're sayiung both the 12V and 5V are below the safe range.

P.S> In the above post, those aren't what you're looking for.

To me it looks like your software is junk.. or that looks like thats a fan controler in the pictrue and your running a fan at 6V maybe? Go into your bios and go under temp or PC health.. It will have all the real voltages.. at them voltages your compter would not turn on.. So in fact your software is wrong.
