I've had this problem w/ the Lenovo x31 from time to time. This *can* be attributed to the capacitors. One way to resolve that is to remove the battery and power plug, and hold down the power button for a few seconds as if trying to turn it on. Do this several times. Apparently it helps clear out the capacitors, and will then turn on normally when you reattach the battery.
