ATI tv wonder VE.
i have two ati all-in-wonders, they are actually older cards, and they perform great. One of them has an adapter cable for RCA inputs. It's proprietary to ATi and has an s-video-like dongle on one end and the RCA jacks on the other.
It's a shame you don't live around here I could hook you up with free component cables
