Im very sure that USB devices run on 5V from the system. Perhapse you could grab a 5V DC power supply and either mod a plug into the chiller or mod a USB type connector to the power supply.
Looks like a fun... thing...
my vocabulary is very... big.
It would probably be more effective if there was an insulating sleve type sleve wrapped around the drink.
