I'm currently using Joomla! and swear by it (see sig - main site).

Definitely not a "nuke" & skins are installed by uploading a zip file - couldn't be easier. The download package also includes instructions for installing. Be sure to have an FTP account set up on your web host and know where to find your web root. You will need php and MySQL on your website as pre-reqs so be sure you have both of those installed .
