Default Photoshop and color

I haven't seriously looked at Photoshop since it was a Mac-only product and PC Paintbrush was still winning the PC Mag Editors award.

Yes I'm old.

But I've recently been looking at a scanned image. The image is 3 colors but when you scan you get a bunch.

Does Photoshop have color tools that will 'slam' an image to the 3 best [ie most prevalent] colors? How about 3 colors I define? Can I define how many colors [not just 3 but 4,5,6,7,...].

I don't need to know the exact menu commands as I don't own Photoshop, but you might touch on them briefly for the benefit of others.
