Default Problems loading video drivers

Hello everyone i hope i can explain my problem here ok for everyone, i have a problem loading my video drivers for my ATI x800xl 256mb agp video card i am running for a OS XP Pro 32bit, Ok this started when my hard drive decide to take a dump on me so i installed a brand new HD and reinstalled XP and the video card work fine with the basic window drivers.

but when i went to install the ATI drivers from ATI website it would not install the drivers it would only install the software part, now after i installed the software and apperently the drivers my pc would get to the part where it would shows windows loading with the blue line scrowing across the pc and the it would just keep rebooting.

now also it would get to one screen where it ask you to start windows normaly and i would say yes and that is where it would just keep rebooting, now if i say no and click on the one that says start windows from last known location that worked it would boot up fine but my video looks ok but when you scrow using the mouse the video looks like it is in slow motion.

Again i got all the latest drivers for it of ATI website so i am wondering if maybe the video card is gone bad since it seems not to let me install the drivers for it.

Any body have a clue as to why my video card will not load the drivers.
